You would need a license for King Crab fishing only if you were intending to get a commercial boat to fish with or obtain some crewmembers to help. A Federal LLP license is required for any fisherman that directly participates in fishing for groundfish species. If you don't intend on getting a boat for the fishing, you will be fine.
