Do credit companies get government provisions for bad debts?

Doesn't that mean they can afford to have some people not pay?

Even if they do it still harms their bottom line. And even if they don't they still make loads of money on interest so the answer to your question: yes.

They can claim the unpaid debt as a loss on their taxes, but that's pretty much it. They are much better off collecting if they are at all able to do so.
