ATP does not serve as energy storage. It is an energy intermediate and carrier. Your body will use fat after it runs out of carbohydrates as an energy source. After all the fat is used up, the body will start to use proteins as an energy source which will eventually lead to the destruction of muscle tissue.

You start by using your glycogen stores from your liver. Your body then moves on to your fat stores. Finally, during prolonged starvation you use protein from bones, muscles, etc.

When you starve ATP is still the only end energy currency, it just varies on the source. During starvation your body catabolizes protein and fat stores instead carbohydrates.
