Can you suggest a small under-the-counter microwave that would fit into about a foot of clearance?

Sunbeam has a very nice small microwave, white or black, that has a powerful wattage. Walmart carried these a few months ago and the price was under $30.

Avanti makes several that should fit. They have them as narrow as 10.5" and on up from there. They are sold by most retail stores.
