You can download and print every form the IRS uses. The quickest way to find the forms you need is to just type the form number in a search query, and you'll find the direct link to the IRS forms and instructions.

Yes, you can download and print a form 1040EZ to file from irs instead of going to the library (post offices generally do not carry forms anymore)
