I will depend on the phone. Most phones will let you and music and rintones via the usb port. Consult your phone's user manual to see for sure.

Well you should have gotten a disk with a media management program on it. Install that and it can make it easier to transfer ringtones. IF there is no disk the you will have to manually locate the correct folder on your phone and drag files into it like it was a computer.

Yes you can download ringtones from your computer. All you need to do is save the file in your computer and transfer it over to your phone via usb cable.
