You can not buy part of the ocean. International agreements preclude it. you also can not buy a star, you can only pay to have a star unofficially named by you. Oddly, You can buy land on the moon, somebody found a loophole in the laws and claimed ownership of the moon, he sells pieces of it.

No, you cannot buy part of the ocean. I'm sure someone is willing to sell it, or a star, or a bridge in New York. You can pay for it but you will run into problems trying to lay claim to what you think you bought.
