Of course. A parking lot is a public area. If you are dealing drugs, engaging in vandalism, navigating said parking lot while intoxicated, or whatever, the police can respond accordingly.

No, unless there is a violation on a byway previously dedicated by local government; or unless it is a convenient pullover point for ticket issuance after a street traffic violation.

Yes they can. They have certain parking spots that have certain hours and times and if you are over them then you can get issued a ticket.

The short answer is yes. Whether it is a public or private lot, you can be cited for loitering, trespassing, or other such violations.

Yes, although there are no posted speed limits in most lots, wreckless driving is still a possibility and you must wear your seatbelt now.

In the state of Texas police can and do give out tickets in parking lots. They look to see if we are out of date on registration.
