If he has already filed a court case against you and a judgement has been determined by a court no he cannot. If he is trying this get him to give you the offer in writing and take it to the court and he can be held in contempt.

They can, but it doesn't mean you have to pay it. They are likely trying to recover legal fees, etc. Generally when you "settle," you pay up to 60% less than what is owed. If the landlord has gotten a judgment, they cannot extort more. Go back to court.

The judgment amount (or less) is required to satisfy the debt. Insistence that you pay more is coercion. Get it in writing and go back to court.
