Steel strings are certainly tougher to play, so younger players may have difficulty. But dedicated young guitarists can build up their calluses and become proficient with steel strings.

Kids can play with steel strings as long as they have the will to learn on them. Plastic strings or 'nylon strings' may be better suited for them.

Yes kids can. Be sure you select light-type strings and make sure the action of the instrument (how high the strings are off the neck) is low.
