yes you can use shredded newspaper and use as cat litter but you need to change more often because it will start to stink a lot quicker

Shredded newspaper will work in a pinch, but it doesn't work for long. Shredded newspaper involves a lot of work, both in shredding and in clean up. It's also very messy. If you use it, line the litter box with a plastic bag to make clean up easier.

You probably can with no harm to the cat. However, cat urine in particular is very strong in smell and you would have nothing in the newspaper to block that smell. The newer forms of kitty litter can block some of the smell.
