Can I use luster photographs for a passport?

Or do I have to use a glossy finish?

The passport application is specific about the requirements regarding photos. Photos must be taken at the time of the application for the passport. Luster finish is offered for portraits, which are likely touched-up. Passport photos are unretouched and printed in the least expensive glossy paper. If the photo quality meets the requirements, the finish is probably not an issue.

The requirements are designed to achieve a clear representation of the person. Luster vs. Gloss doesn't generally impact this goal. The State department specifies only "thin photo quality" paper.
