Yes you can. First get all the loose rust off then sand it down so it is smooth. Use some fiberglass and bondo to fill the hole and once again sand it down. the bondo will act as a primer so you can paint right over it then your done!

With a little knowledge you can. Rust must be completely removed Either by chemicals or by hand. Surface rust can be sanded but deep rust must be cut out.
