The rules for this vary from state to state, but any court-approved settlement agreement should be enforceable. You may need an attorney to do so, though.

If you have a settlement agreement that has been signed by a judge then yes. You will need proff that he is not following it, and then you will have to file contempt of court.

Yes you can enforce it, you will more than likely have to take him back to court and get the judge to force him to the agreed upon settlement. Often all you need to do is have your attorney contact his attorney and he will give in and do as the settlement says.

If he is not abiding by the settlement agreement, he is in contempt of court by disobeying the court orders. Take him back to court for contempt of a court order.
