If you are trying to impede growth, cutting back on watering is your best bet. Since aloe leaves are often cut off for use, yes, you can cut off aloe leaves, and that will, naturally cut back the size of the plant. Plant lore tells me that you can cut off an aloe leaf and replant for a new plant.

You can cut back your Aloe Vera plant. Cut back towards the base of the plant. You should leave a 2 inch stem. Aloe Vera plants are easy to propagate so if you save your cutting you can replant them and grow more Aloe Vera plants. Take your healthy cuttings and place in potting soil to grow more.

It is best to remove the plant and separate it. It has overgrown it's pot, and needs thinning out. Since these grow so quickly, this is necessary for their survival.

Yes, curring back on your Aloe Vera plant would be the right thing to do because it helps the serum stronger.
