Can I change my 19" wheels to cheaper 16" wheels?

Yes you can change the wheels to 16" but this will obviously reduce drive height other than that there shouldn't be any issues with driveability with the car if that was your concern. The car however might be less enjoyable to drive because you may be able to feel more road bumps

You can but you are also going to take away the height of the vehicle. Where you are hopping into the vehicle now you may just be able to sit in the car like a normal person.
