This would depend on your definition of frozen: if you are asking if goldfish, especially of the koi variety can live in water that has frozen (iced over), the answer is yes (look at lakes with carp, a goldfish relative). If you mean literally frozen, no.

The chances of a frozen goldfish surviving is very unlikely. Goldfish are very hardy type of fish being able to range from cold water temperatures to tropical temperatures with very little stress aslong as its done gradually, but like all living organisms they also have a range of tolerance. Being frozen would most likely damage tissue and lead to death.

No they can not. A goldfish that is fully frozen can not survive. However goldfish that are not completely frozen can survive depending on how much damage is done to it already. An icefish that lives close to the glacier can survive, however if it is inside it, then it won't live.

If the pond is deep enough to have water at the bottom, they may survive in the water. If they are frozen solid, goldfish will not survive.
