Anyone can race at the Autodrome as long as you register your vehicle to race. They will not let you race if you do not do this.

It is for everyone, yes you can. first you should submit then find a strong car and train very well so that you become capable for that, and go on. you will find that it is not so hard to race there and you will have a lot of fun.
