They are legally allowed to offer discounted health insurance rates in exchange for participation in wellness plans. They cannot revoke health insurance if you do not participate in wellness plans. They are voluntary.

No, doing so would be illegal. Employers can only cancel your health insurance if you fail to pay the required premium. Participation in a wellness plan should be voluntary. If the goal is to decrease medical costs the employer should send informative brochurs about a healthy lifestyle to its employees.
