Can a loose fan belt cause a ringing noise?

A loose fan belt - or more commonly in modern cars, a loose serpentine belt - certainly makes an irritating noise! I would not necessarily describe it as a ringing sound, but more like a squealing sound. However, I guess this could sometimes sound like a ringing to some people.

It makes more of a whining noise. The worn belt typically makes more noise in the colder weather. The noise is quite annoying too so i suggest getting this fixed.

Yes it can. It will hit any metallic surface like a cymbal. Due to the high RPMs it will sound like a ringing tone.
