No they can't tell if someone has had a seizure after the fact as it leaves no discernible evidence. They can, however, run a medical test, called an EEG, to find out if the person is having mis-firing in their brain, or seizure activity.

Most likely yes. He can come to a very positive yes, by asking questions about a persons memory, about any recalled symptoms prior to the event, and any physical injuries
