Well in most cases yes. Certain body shops have system for straightening frames. It uses large chains with hooks attached to hydraulic rams to pull the frame back to factory dimension. The vehicle is secured to a table and markers a placed at reference points that a laser measure to knowing how the frame needs to be pulled.

Yes a bent car frame can be repaired. What is needed for this type of repair is specialty frame repair tools. Most body shops are capable of this type of repair. They use a special lift with a frame leveler. they can re-bend the frame till it is back to specs
