The ability to see your breath is actually more a function of relative humidity rather than temperature. You can see your breath when the air has become saturated with water and the water vapor in your breath passes that threshold. This can occur at any temperature, however, the colder the air the less water it can hold.

You usually see your breath at freezing which would be about 32 degrees. When it is that cold your body reacts to the change of the regualr body temp og around 98 degrees on the average to compensate the body reacts by dispelling the cold.
