At what point is giving financial charity to a friend unhelpful because it's enabling dependence?

I have given money to a friend because she truly needed it but I don't know when to stop.

If she has stopped making any commitment to repaying you, then you need to stop. The next time she asks for money, set out a clear repayment plan, on paper, and have both parties sign it (and a witness too). If she doesn't pay you back as per the terms, stop lending her money. You can't afford the risk anymore.

Assess the situation. If her income is low, then help her to increase it. If she is going through a temporary problem, then help until the problem is over.
