A girl generally begins to develop arm hair in the early stages of puberty, generally between the ages of 11-15. You don't NEED to shave under your arms, though.

At the age of puberty, this should be done. When a girl reaches puberty and gains her period, it is usually simultaneous with hair growth under the arms. As soon as hair starts to emerge from the arm pits, it is alright to start shaving.
