There is such a thing as a seat belt airbag. In fact Ford is planning on introducing them in there 2011 model Explorer. Their model is a belt that has and airbag down the entire length of the belt that expands on impact. It is designed to soften the impact of a crash on across the person's chest.

There are a few manufacturers thinking about doing this. I think for plans on using it in the new version of there Explorer to reduce accident injuries.
