Yes, there are to some movies. The Batman movies from the 1990s had a set and in the 80s movies like Annie and ET had collectible cards. You could get these at any card/collectible store (I got the Batman ones as gift for someone at baseball trading place).

For many movies, yes--most that I've seen are for scifi/fantasy films, and I've found them at comic book stores. Bookstores might also carry some. Check eBay as well.
