Yes and no. It really depends on where you get your internet filter from. There are a lot of people out there that will design and create their own and then post them up for others to download. This does not mean that they work 100% or even at all. Check blogs and communities for advice and support.

No, the only way to utilize an internet filter is to pay for its use. AOL offers a web filter, but you still have to buy an AOL subscription.

They can be. First you want to make sure you getting a true filter and not spy ware marked as such. But a real one will work.

No because a lot of times they are viruses in disguise. My husband works for Geek Squad and he has to remove a lot of them from computers each shift.
