A lease is a contract. When a renter signs a lease, s/he agrees to the terms of the contract. It is common for a lease to detail penalties for infractions, including late rent payments. If the renter feels that the late fee is excessive or unjust, s/he should not sign the lease and should look for housing elsewhere.
