What is wrong if my Verizon phone won't activate when I call the activation number?

You might be missing something, you should probably contact your local verizon wireless store and ask them some tips on how to fix the problem. It could just be they gave you the wrong activation number.

it is possible that the cell phone has not been registered with the service provider as the phone was bought now and you need to contact the vendor to help you activate this , also the payment you have made did not go through or the phone itself is a faulty one and needs to be replaced

You may be trying to activate a stolen phone, or may have typed in the IMEI or sim card number wrong. You need to contact your service provider, who in this case is verizon, and they can walk you through the process you need to take.

If it is a new or upgraded phone, it is possible that you are entering the order number or location incorrectly, provided it is purchased directly from Verizon Wireless.

They had me set up incorrectly with prepaid text messaging so I couldn't make/receive calls or send text messages.

The best bet is to call the 1-800 customer service number from another phone and have them do the activation, you will need the new phone on you.
