The redness could be caused by a fungus as they like the warm moist crevice. You may experience itching and the redness will extend to the surrounding skin. Bacteria may enter the wound and taking advantage of the damage done by the fungus, this will cause a yellowish discharge and scabbing.

This could be caused by an umbilical hernia. These are hernia's that occur from the umbilical area but are not unique to infants. Umbilical hernias can occur at any age. The redness is often followed by a leaking or puss coming from the belly button and often require surgery.

Lack of proper hygiene and cleansing of the belly button itself is most likely the problem. Another may be excessive lint buildup. Also, it might be getting to dry which would cause it to become red. With any issue like this it is best to consult a licensed doctor. They will be able to properly diagnose you.
