The law varies from state to state with regard to piercing for minors. But in many states, if you are underage, you must be accompanied by a parent or guardian who can show proof of the relationship and then give permission for you to have the piercing.

Depending on the shop you may or may not have to have written consent from a parent, or have a parent with you when the piercing is done.

It depends on where you live, most states have laws against tattoos and piercings without express written consent from a parent for a person under the age of eighteen.

Sure you can get your belly button pierced at age sixteen. Your parent or guardian must provide you with permission and go with you.
