These symptoms may indicate damage or an obstruction on or near a nerve or brain region probably associated with the vestibular system (balancing, equilbrium). There may be a cyst or tumor located in the brain or in a sinus cavity. Whatever the case, these symptoms suggest something is most likely not functioning properly in the nervous system and needs attention.

There is a condition which is called Canine Vistibular Syndrome in where the nerves in the inner ear has developed an infection which causes symptoms that are similar to a stroke. Loss of balance and rapid eye movement are also symptoms.

There could be many causes, but epilepsy is one possible reason. Dogs, like humans, can experience epileptic seizures. Other causes of canine rapid eye movement and loss of balance include disease and injury. Both symptoms are probably indicators of a neurological problem and should definitely be evaluated by a veterinarian.
