a cease and desist letter in most cases only stops debt collectors from contacting you on the phone. normally they continue to skip trace you if they cannot get in touch with you through letters, if you do not reply they continue to look for better places to reach you at.

If you have a valid debt with someone by law they can try all legitimate means to contact. You only have the right to ask that all correspondence be done in writing and not phone calls. There is no such thing as no contact whatsoever.

You can stop the phone calls by sending a registered letter to the collector stating that you want the calls stopped. A "cease and desist" order has to come in the form of a letter from an attorney.

A cease and desist order should stop it but may not be necessary. Skip tracing may be illegal in your state. Contact an attorney to find out if it is illegal for them to do this and file charges if it is.
