The smell could be coming from a dead mouse or sewer drain. Some basements have a floor drain in case of flooding from pipes breaking or water heater leaking.
This is either a sign of serious leaks that include chemical residue or of animals nesting within the basement. Have animal control check for animals and then have a home inspector check for leaks.
