Why is the Australian phascogale considered a marsupial when it doesn't have a pouch?

It seems like it would qualify as a rodent.

The Phascogale does indeed have a pouch. The young are carried in the pouch for 6 or 7 weeks before being moved to a nest, where they stay for 13 weeks. Phascogales are carnivorous, eating insects, birds, rodents and reptiles. They're related the the famous Tasmanian Devil, also a marsupial.

It is considered a marsupial because when it gives birth, it develops flab in the area that a pouch would be to create a false pouch.
