This can be a sign of dehyderation. However cats also do this as a form of sensory perception Panting in cats can be cause by a lack of water, or dehydration.

Panting is a sure sign that your cat is about to give birth. Panting, pacing, licking genitals, and talking are common behavioral changes that occur when cats are in labor.

The weight pressing on the cats abdomen is causing the cat to pant. Panting is never normal. The cat should be taken to the vet
