One of the common reasons is the lack of water that your bald cypress is getting adding more water may help against the weeping.

Bald cypresses come in weeping as well as upright habits. You probably have a weeping form of bald cypress, such as the popular "Cascade" variety. You can't really prevent this, so just enjoy your weeping cypress.
