You may not live in the correct zone. Verify the type of hydrangea to the zone you live in. If you live in the correct zone for the hydrangea, next check that the planting location meets the hydrangea's requirements. The hydrangea needs needs partial shade or diffused light. Too much sun or too much shade reduces blossom growth.

Generally this has a lot to do with the temperature of where you have places your hydrangea and the effects of the heat and cold on it.

Depending on the location of your house and what zone your hydrangea is growing in, but generally, if you cut your hydrangea plant too short, it takes two years for rebloom. Lack of water may also be a reason.

You may have planted a type of hydrangea that does not blossom, the type of hydrangea that you planted may not be a good match for your climate zone, you may have pruned the hydrangea too far back so the plant dies further down than it should, or it may not be in suitable soil.

Hydrangeas are very sensitive to soil chemistry. Certain regions are perfect for them, and they bloom profusely with gigantic blue flowers. Your soil may need help to boost its alkalinity.

There are several reasons hydrangea's don't bloom. Not enough sun, improper trimming, the wrong temperature and lack of nutrients can all be lead to lack of flowers.

Does it completely fail to make buds? It may not flower as profusely, the blooms may not be as big, but no flowers at all? I covered it. Perhaps the hydrangea suffered damage that I couldn't see, that killed the flower buds. It never recovered. The weather is still not to its liking. Hydrangea macrophylla likes more heat to its summer.
