One cent stamps are made primarily for times when the postal rate has just increased. You can use the one cents stamps to add enough value to your old stamps.

Sometimes the cost of first class stamps increases by a cent or two, in this case you would purchase a one cent stamp to make up the difference of any left over stamps you had from before the price increase. Also, the cost to mail things varies depending upon weight.

When stamp prices rise a few cents from time-to-time, any remaining old stamps can still be used when the postage is adjusted to the new postage price using one-cent stamps.
