They have one cent stamps in case you need extra postage. when they change the price of stamps but you have old ones that are all two cents to short or if you send a postcard . They will send it if you use a bunch of one cent stamps.

Yes, if you put fifty one-cent stamps on an envelope, it would be sent. The reason they make them is that on occasion, the post office raises the price of stamps by one cent. Usually people still have their old stamps when the change happens, so a one cent stamp allows them to use their old stamps.
