Tornado prone areas need low income housing just like any other city or town. Most cities and counties have building codes requiring extra heavy duty tiedowns for trailers in these areas.
There isn't a specific area, its just that the state gets hit by Tornado's. Trailer parks just have bad luck, trailers are not built there on purpose, that is a rumor.
