The novacaine may make you sleepy due to some of the ingredients in the particular medication. It may not make you sleepy instantly. You may not notice the side effects of this particular medication until it starts to leave your system and it's numbing effects begin to slowly wear off.

It makes you sleepy because Novocain is a type of anesthetic. It is made to relax and numb the muscles, depending on the dosage, this an usaully affect the rest of your body later on. This explains why you are so sleepy, and this is a normal reaction to Novocain.
