This statement was made by former president Gerald R. Ford in an Address to a Joint Session of Congress on August 12, 1974, and can be found in a list of quotations made by him at the Gerald R. Ford Presidential Library and Museum website. (Note that the word "strong" was actually "big" in the original quote.

This quotation is often attributed to Thomas Jefferson, but scholars disagree. FactCheck. org attributes it to Gerald R. ford in a speech to congress. Others attribute it to Goldwater.

That seems as if that could have been a quote by Ron Paul or some other Libertarian. Then agian it is very possible that the quote could have come from one of the founding fathers of the United States of America as many of them had political views that could be thought of as Libertarian.

Thomas Jefferson made this quote but it's also been attributed to Barry Goldwater. The actual phrase is credited to Gerald Ford. It's from his Aug 12th, 1974 address to Congress.
