Who pays for the postage if an envelope says "no postage necessary if mailed in the U.S?"

The postage is pre-paid for by the company who sent the envelope. The company has already communicated with the post office and purchased pre-paid envelopes.

If the envelope says that, then that means that the company who the letter is going to pays that postage. This is because they pre-work out a deal with the post office. The reason they do it this way instead of leaving a stamp on the letter is because any that aren't sent, probably are not charged for.
