It is, it is Shigeru Miyamoto. I believe he is also responsible for the Zelda games as well as other Nintendo games for their systems. He is one of the biggest names in the Nintendo franchise. The games are supposed to look similar so that the fans still have that nostalgic feel when playing the new games.

Mario is created by Nintendo, but there have been spin-off games made by third parties. Mario is a trademarked character, so he is technically owned by Nintendo.
