It's not known who exactly invented them. They're also called "Pasteur pipettes" after Louis Pasteur, who used them frequently in the mid-1800s, but they had been invented before then.
The eye dropper was based off of another invention that has been around, officially, for at least 150 years. It is based off of the pipette, which is a chemical dropper.
