The Soaring Eagle Casino and Resort is located in Isabella County, just outside of Mt. Pleasant, Michigan. Owned and operated by the Saginaw Chippewa Indian Tribe. In 1937, the Saginaw Chippewa Indian Tribe held their first tribal council and adopted a constitution. In 1999, Soaring Eagle was opened to help fulfill their needs for housing, health care and education.

Well the people that opened it was the Saginaw Chippewa Indian Tribe. So it is run by a tribe and it opened a few decades back.
