Where is the best place to go fishing at Francis Walter dam?

I searched several sites and most advise fishing is best down stream of the dam. Not in immediate vicinity of the dam itself but several miles down stream, most I saw said 5 or more miles down stream fishing was better.

Francis E. Walter Dam:, with a small 80-acre reservoir. There is a boat launch area , and there is a 10 hp limit. Picnicking, hiking and fishing are available, as is hunting, in season, on adjacent Pennsylvania Game. The watershed above the dam has been glaciated, resulting in scoured summits and valley walls and a number of ponds and swamps.
