depends of the printing size, if you are using the printing size while you are designing then you don't need more than 100 dpi.

Yes we can decrease or increase the resolution of an image by using variation effects in photo shop. Lot of adjustments are available in photo shop menu. Photo shop is the best place to edit pictures.
